If you intentionally uninstalled a DLC (such as a paint job pack or a tuning pack) and just want to keep playing on your profile without it, you can force the game to load. Select your profile at the main menu. Click instead of "Continue Game."
Once you save the game after forcing a load, the new save file will overwrite the old parameters, and the "Missing DLC" warning will no longer appear on subsequent launches.
